

San Juan, Puerto Rico, July 8, 2026 – Governor Jenniffer González Colón, together with La Fortaleza Chief of Staff and Executive Director of the Fiscal Agency and Financial Advisory Authority (AAFAF) Francisco J. Domenech and Deputy Chief of Staff Itza García, announced today the new Íntegra Enterprise Resource Planning (ERP) System, one of the most important government transformation initiatives of the last decade, which modernizes the financial management of the Government of Puerto Rico and strengthens transparency, accountability, and operational agility in the agencies of the Central Government.
Also present at the announcement were Treasury Secretary Ángel Pantoja, Secretary of Education Eliezer Ramos, Secretary of Health Víctor Ramos and the administrator of the Mental Health and Drug Addiction Services Administration (ASSMCA) Catherine Oliver Franco.
The project, which faced multiple delays and obstacles under previous administrations, was steered and completed by Governor González Colón’s administration in just 16 months—reviving an initiative stalled for over ten years.
“This is a historic project for Puerto Rico. By implementing the new ERP, we are no longer the last U.S. Jurisdiction operating on a 1990s-era financial platform. This marks a profound transformation in how our government manages public resources. After years of failed attempts to implement a system of this magnitude, we have finally succeeded. Today we deliver for the People by launching a modern platform that ensures transparency, strengthens oversight of public funds and streamlines the services our citizens receive," said the Governor.
According to the Chief of Staff, the new platform centralizes and automates the Government's financial and supply chain processes, replacing multiple legacy systems that operated in isolation across different agencies. By standardizing these workflows, the system reduces manual tasks, tightens internal controls, and delivers rapid, accurate access to financial information.
To ensure the completion and success of this initiative, the Government onboarded 11 specialized professionals in key areas. ERP reserves allocated in prior years were utilized to fund the project, ensuring work continuity without disrupting other government operations. For the first time, the Government of Puerto Rico has successfully aligned the dedicated personnel, strategic planning and financial resources necessary to execute and deploy this project.
“Today signals a new era of fiscal responsibility for the Government of Puerto Rico, leveraging technology to better serve our people and strengthen our institutions. Upon taking office, our administration inherited a project that had consumed millions of dollars over several years without achieving concrete results. The Governor instructed us to evaluate the project, fix its structural flaws, and establish a solid governance to protect the interests of the People of Puerto Rico under her core policy of fiscal discipline. Today, we deliver on that promise with a modern fiscal platform that will permanently transform how the Government manages its resources and is accountable to its citizens," said Domenech.
The Executive Director of AAFAF explained that implementing the Finance and Supply Chain modules of Íntegra provides government vendors with real-time visibility into their transactions. Concurrently, this deployment equips citizens and government agencies with tools designed to ensure agile, transparent management.
This deployment spans more than 60 Central Government agencies, registering over 84,000 employees and supporting 8,000 active users from day one. To secure a seamless transition, over 20,000 system tests were executed, 57 technological interfaces were certified, and more than 170 intensive training sessions were offered to government personnel.
Following a series of alignment meetings led by the Chief of Staff—which included the Financial Oversight Board and the General Services Administration (GSA)—the administration prioritized resources to launch these strategic modules and rapidly streamline administrative fiscal processes.
The Governor emphasized that the platform will optimize public resource management by digitizing processes, expanding transaction traceability, and reducing human error. Ultimately, this system establishes a uniform structure across all government agencies to guarantee real-time visibility into financial operations.
Beyond core operations, Íntegra, our new ERP, introduces automated budget controls, asset monitoring, and contract management. Additionally, the platform integrates the oversight of federal projects and grants while providing advanced financial analytics to empower data-driven government decisions.
"Every taxpayer dollar must be managed with the utmost responsibility. This platform equips us with the accurate data, agile processes, and robust controls required to safeguard public funds. This breakthrough demonstrates that with clear leadership, political will, and a strategic vision, we can successfully execute complex initiatives that languished for years," said the Governor.
The Government's drive for a centralized ERP system originally began between 2015 and 2016, followed by an initial, unsuccessful implementation attempt from 2017 to 2020. Subsequently, an audit by the Office of the Comptroller revealed that approximately $32 million had been invested without yielding the anticipated benefits, citing severe deficiencies in project planning, communication, and oversight.
Although the initiative was relaunched in 2022, the project encountered immediate hurdles and was halted in 2024. The suspension occurred after the Financial Oversight Board identified critical deficiencies in governance, decision-making, and organizational readiness. By then, the costs had reached approximately $73.5 million following a series of repeated launch delays over the years.
However, under this administration, the Financial Oversight Board officially approved the ERP implementation following successful negotiations led by the Governor’s Chief of Staff between February and June 2025. These critical negotiations optimized contractual conditions to reinforce fiscal and financial responsibility, actively accelerating the path toward ending the Oversight Board's mandate under PROMESA.
Upon taking office in January 2025, the Governor mandated a comprehensive review of the project—which had already seen millions in previous administration spending—conditioning any continuation on rigid new oversight and control protocols to safeguard public funds. As part of this directive, Chief of Staff Francisco J. Domenech spearheaded negotiations to institute a modernized governance structure and guarantee seamless execution. These aggressive efforts culminated in a new contractual amendment signed on June 27, 2025, enforcing strict compliance, heightened oversight and accountability.
The Governor’s administration has swiftly resolved long-standing structural deficiencies identified over the years by establishing specialized Finance and Supply Chain (inventory) teams. By integrating key personnel from lead agencies alongside experts from the implementing entity, the Government has ensured seamless operational coordination and measurable results.
Thanks to this new work model, in December 2025 the system design was completed with the approval of more than 3,500 government processes.
“With the launch of Íntegra, the Government of Puerto Rico unifies its financial, human resources, and supply chain management into a single, centralized platform. This integration includes major agencies—such as the Departments of Education, Health, Treasury, Agriculture, Family, Natural Resources, Sports and Recreation, Correction, Labor, Consumer Affairs, Housing, Public Safety, Justice, State, and Transportation and Public Works—that operated outside a central financial system for decades," explained Deputy Chief of Staff Itza García.
The implementation of Íntegra significantly strengthens the Government of Puerto Rico's compliance with PROMESA and financial management best practices. By providing real-time visibility and control, the platform optimizes budget execution, revenue collection, procurement, contract oversight, and federal fund administration.
The platform now enables agencies like the Office of Management and Budget to see the full, immediate fiscal impact of any obligation, including multi-year contracts. This insight allows for more accurate oversight of public resources and ensures strict compliance with certified budgets. Additionally, the system automates critical workflows, such as registering and tracking expenses funded by federal grants, and streamlines the documentation needed for fast reimbursements to minimize errors. By producing reliable, timely, and transparent financial data, the platform strengthens public accountability, simplifies fiscal evaluation, and supports the Government's path toward full financial autonomy.
Within just 24 hours of their release this week, the audited financial statements for Fiscal Year 2023 were successfully integrated into the platform. This milestone marks a critical advance in fulfilling a fundamental requirement for Puerto Rico to exit the federal oversight process under PROMESA.
The Governor noted that while work remains for subsequent fiscal years, Íntegra will permanently transform how the government manages, collects, and reports financial data, accelerating the preparation and timely publication of future audited financial statements.
“For years, fragmented government systems infrastructure hindered data collection and chronically delayed audited financial statements. Through Íntegra, we are modernizing public administration and establishing real-time visibility into the government's financial ecosystem," said González Colón.
Additionally, the Executive Director of AAFAF explained that a primary benefit of Íntegra is the centralization of financial, budgeting, procurement, and asset management workflows onto a single platform. This consolidation ensures data uniformity and cross-agency accessibility, significantly accelerating fiscal closings, account reconciliations, and audits.
“Every financial statement we complete and publish represents measurable progress toward regaining absolute fiscal control. This platform provides the exact architecture needed to ensure reporting is no longer a monumental hurdle, but a standard institutional practice. Establishing the capability to produce reliable, timely financial data is essential to meeting the fiscal objectives that will ultimately conclude the Oversight Board’s mandate," the Governor added.
The Governor emphasized that these modernization efforts extend far beyond simple tax compliance, directly impacting the well-being of all citizens. Maintaining up-to-date audited financial statements restores capital market confidence, bolsters the Government’s credibility, and eases access to funding for essential infrastructure projects—including highways, water and electrical systems.
This milestone deployment was executed under the leadership of the Office of the Chief of Staff, in close collaboration with the Office of Management and Budget, the Department of the Treasury, and the Puerto Rico Innovation and Technology Service (PRITS). With Íntegra now fully operational, Puerto Rico begins a transformative phase in public administration—bolstering transparency, maximizing operational efficiency, and expanding the capacity to deliver better public services.
