August 01, 2025 - Washington, D.C. – Today, Executive Director of the Puerto Rico Federal Affairs Administration (PRFAA), Gabriella Boffelli, had the honor of representing Governor Jenniffer González Colón and the Government of Puerto Rico at the official swearing‑in ceremony of Captain Sam Brown as Under Secretary for Memorial Affairs at the U.S. Department of Veterans Affairs. The ceremony, hosted at the White House and presided over by the Secretary of the Department of Veterans Affairs (VA), Douglas Collins, marked a historic moment as Brown became the first deputy secretary at VA to be confirmed by the U.S. Senate this term.
Captain Brown, a decorated war hero who served in the United States Army during the War in Afghanistan, sustained severe injuries in 2008 when an improvised explosive device detonated, causing burns to thirty percent of his body. His extraordinary journey of recovery and public service stands as a testament to the resilience, courage, and patriotism that define our nation’s veterans. Brown was confirmed by the Senate on July 29, 2025, by a vote of 54–44, earning bipartisan support, including from Nevada Senators Catherine Cortez Masto and Jacky Rosen.
“Puerto Rico is home to three cemeteries where we honor our fallen heroes, including two national cemeteries and one state cemetery supported by VA funds.” The appointment of Captain Brown to lead Memorial Affairs reinforces our shared responsibility, from government to government, to preserve the legacy of those who gave their lives in defense of our freedoms. On behalf of Governor González Colón, I reaffirm our unwavering commitment to the men and women who have worn the uniform of the United States.”
The event also reflected a long-standing friendship and collaboration between Puerto Rico’s leadership and Secretary Collins, who served alongside Governor González-Colón in Congress and on the House Committee on Veterans’ Affairs, and who has visited Puerto Rico multiple times.
Captain Brown was sworn in alongside his wife, Amy, and their three sons, a poignant reminder of the sacrifices military families make in service to the nation. His life story is one of triumph over adversity, embodying the very spirit of American service and duty.
“Captain Brown’s courage and dedication are an inspiration to all of us,” Boffelli added. “Puerto Rico stands proud to work hand in hand with the Department of Veterans Affairs to ensure that every veteran receives the honor, respect, and care they have earned.”
