

May 12, 2026 — La Fortaleza, Puerto Rico — Governor Jenniffer González Colón announced today the obligation and approval of more than $39.6 million in new federal funding from FEMA to support recovery projects, emergency response efforts, and administrative costs related to the 2020 earthquakes, the COVID-19 pandemic, and mitigation initiatives in the education sector.
This new funding obligation is part of coordinated efforts between the federal and Puerto Rico governments, with the support of President Donald Trump and Secretary of Homeland Security Markwayne Mullin to continue advancing the Island’s recovery and resilience.
“Every federal funding obligation represents tangible progress for Puerto Rico. Through the strategic work of PRFAA in Washington, in coordination with COR3 and our agencies, we are ensuring that resources reach where they are most needed to strengthen essential services and continue moving the Island’s recovery forward,” stated Governor González-Colón.
The funding, awarded under various provisions of the Robert T. Stafford Act, will benefit municipalities, state agencies, and institutions that played a critical role during the emergencies caused by the earthquakes and the pandemic.
Approved projects include:
• Colegio Ponceño, Inc.
Colegio Ponceño, Inc. in Ponce will receive $2,223,350.61 in federal funding for administrative management costs associated with the 2020 earthquake emergency, under Section 324 of the Robert T. Stafford Act.
• Municipality of Guánica
The Municipality of Guánica will receive $11,460,545.71 in federal funding for permanent repairs to City Hall as a result of damage caused by the 2020 earthquake emergency, under Section 406 of the Robert T. Stafford Act.
• Puerto Rico Police Bureau
The Puerto Rico Police Bureau will receive $2,979,697.59 in federal funding for emergency protective measures during the COVID-19 pandemic, under Section 403 of the Stafford Act.
• Puerto Rico National Guard
The Puerto Rico National Guard will receive $7,399,131.40 in federal funding for response operations and emergency protective measures during the COVID-19 pandemic, under Section 403 of the Stafford Act.
• Central Office for Recovery, Reconstruction and Resilience (COR3)
COR3 will receive $7,610,432.96 in federal funding for state-level administrative costs related to the COVID-19 response, under Section 324 of the Stafford Act.
• Administration of Corrections and Rehabilitation
The Administration of Corrections and Rehabilitation will receive $2,119,775.05 in federal funding for emergency protective measures during the COVID-19 pandemic, under Section 403 of the Stafford Act.
• Puerto Rico National Guard (Additional Allocation)
The Puerto Rico National Guard will receive an additional $3,697,592.85 in federal funding for emergency protective measures during the COVID-19 pandemic, under Section 403 of the Stafford Act.
• Archdiocese of San Juan
The Archdiocese of San Juan will receive $2,091,778.01 in federal funding for the purchase and installation of emergency generators at 23 schools across the municipalities of Fajardo, Guaynabo, Trujillo Alto, Carolina, Bayamón, Río Grande, San Juan, Canóvanas, and Toa Baja. This project will enable schools to serve as coordination centers during emergencies, ensuring continuity of essential services such as the distribution of food, water, and supplies. The funding is provided through FEMA’s Hazard Mitigation Program under Section 404 of the Stafford Act.
• Archdiocese of San Juan (Management Costs)
The Archdiocese of San Juan will receive $104,588.90 in federal funding to cover administrative costs associated with the implementation of the generator installation project across the 23 schools. This allocation corresponds to subrecipient management costs during the project’s period of performance, under Section 324 of the Stafford Act, as amended by the Disaster Recovery Reform Act.
Governor González-Colón emphasized that these allocations represent an additional step toward building a more resilient public infrastructure capable of effectively responding to natural disasters and public health emergencies. She also underscored that continued federal investment is essential to maintaining the operational stability of agencies and municipalities across the Island.
Finally, the Governor reiterated that her administration will remain focused on identifying and advancing new federal funding opportunities to accelerate reconstruction efforts and strengthen Puerto Rico’s capacity to respond to future events.
