

December 19, 2025 — The Governor of Puerto Rico, Jenniffer González-Colón, and the Executive Director of the Puerto Rico Federal Affairs Administration (PRFAA), Gabriella Boffelli, celebrated the signing by President Donald J. Trump of the National Defense Authorization Act (NDAA) for Fiscal Year 2026, legislation approved with broad bipartisan support in Congress that represents a significant advancement for national security, regional stability, and the strategic development of Puerto Rico.
“The signing of the NDAA is the result of constant and focused work to ensure that Puerto Rico is part of national defense strategy. Thanks to the efforts of my office in Washington, we were able to ensure that essential projects for the Island were part of this legislation, strengthening both our infrastructure and the security of the region,” expressed the Governor.
The NDAA authorizes more than $900 billion for national defense, including significant military construction funding for Puerto Rico. This includes $66.5 million for the replacement of the Ramey Unit School in Punta Borinquen, Aguadilla—a historic investment that will modernize the educational infrastructure serving students from military families and the surrounding community.
Additionally, the law extends the authorization of the $14.5 million project for the Engineering and Maintenance Shops at Camp Santiago through October 1, 2026. This extension ensures the continuity of military construction, job creation, and the strengthening of the operational readiness of our Armed Forces in Puerto Rico.
The NDAA also includes a 3.8% pay raise for all military personnel, along with improvements in housing, education, and childcare services. These measures recognize the sacrifices of the men and women who serve our nation and the direct impact on their families.
Furthermore, the Governor highlighted that this year’s NDAA incorporates the Coast Guard Authorization Act of 2025, which contains key provisions to strengthen maritime security and border control operations in Sector San Juan and the Caribbean—reaffirming Puerto Rico’s strategic role in protecting the nation’s maritime borders.
“We will continue working alongside the Departments of War and Homeland Security, as well as our allies in Congress, to ensure that these provisions translate into concrete resources and actions, greater security, and more opportunities for Puerto Rico,” concluded Gabriella Boffelli, Executive Director of PRFAA.
