Governor Announces Major Federal Funding Allocation To Strengthen Puerto Rico’s Water Infrastructure

Wednesday, February 25, 2026 – Arecibo, Puerto Rico — Governor Jenniffer González-Colón of Puerto Rico, joined by Luis R. González Delgado, Executive President of the Puerto Rico Aqueduct and Sewer Authority (PRASA), today announced the allocation of $213.4 million in federal funding for strategic infrastructure projects within PRASA. The investment will support projects aimed at modernizing critical facilities, strengthening the resilience of the drinking water system, and improving service reliability for thousands of families across the Island.

The funds come from the U.S. Environmental Protection Agency’s (EPA) Supplemental Appropriations for Hurricane-related Needs (SAHFI) program,  approved in Congress in the aftermath of Hurricane Fiona and supported by Governor González-Colón while serving as Puerto Rico’s Resident Commissioner.

This allocation adds to the investments already underway through the PRASA’s Capital Improvement Program, which currently includes $2.3 billion in projects under construction and an additional $4.7 billion in projects in the planning stage, representing the most significant modernization effort of Puerto Rico’s water infrastructure in decades.

“We are talking about concrete projects that address long-standing structural issues in the water system and will directly impact thousands of families across the Island. This investment allows us to accelerate priority projects that had been neglected for years without proper maintenance. Today, after decades, this administration is moving forward to make them a reality and build a more efficient and resilient system that better serves all Puerto Ricans,” said Governor González-Colón.

Among the initiatives funded through this allocation are projects that will directly impact 13 municipalities across Puerto Rico, including San Sebastián, Lajas, Orocovis, Yabucoa, Ciales, Patillas, Aguas Buenas, Río Grande, Vega Baja, Arecibo, Salinas, Sabana Grande, and Bayamón. The projects will also have indirect benefits for additional municipalities such as Dorado, San Juan, Carolina, Barceloneta, Vega Alta, Vega Baja, and Manatí.

The most significant project included in this funding allocation is improvements to the Superaqueduct, supported by an investment of $63 million. The project will interconnect the Superaqueduct with various filtration plants and wells in Puerto Rico’s northern region, simplify system operations, and strengthen resilience against severe weather events. These improvements will benefit more than 190,000 customers who rely on this infrastructure for their drinking water supply.

Another key initiative as part of the administration’s efforts to transform and modernize PRASA includes a $15.8 million investment to acquire and install an island-wide SCADA (Supervisory Control and Data Acquisition) system. This advanced technological platform will allow real-time monitoring and supervision of treatment plants, pumping stations, tanks, and generators—functioning as a command center to detect system failures more quickly, optimize operations, and improve emergency response capabilities.

As part of the administration’s commitment to improve quality of life for the people of Puerto Rico, the allocation also includes $15 million for improvements to the water distribution system in the Municipality of Salinas. The project will construct three independent water distribution networks to supply treated water to the communities of Salinas Urbano, Barrio Coco, and Barrio Coquí, stabilizing service and strengthening the reliability of water supply in the municipality.

The funding package also includes $20 million for the installation of emergency generators at aqueduct facilities across all operational regions of PRASA, ensuring continuity of service even during power outages.

Additionally, ten plants across the Island will be modernized through improvements to filtration processes, sediment management systems, electrical infrastructure, and backup equipment to guarantee continued operation during emergencies.

“This funding allocation represents an important step in transforming Puerto Rico’s water infrastructure. These are strategic projects that address structural challenges within the system, strengthen resilience, and allow us to provide more reliable service to our people. We thank Governor Jenniffer González-Colón for prioritizing this issue and for her efforts to ensure that these federal resources reach Puerto Rico. When government works with a clear focus on meeting the needs of its people, the results translate into a better quality of life for everyone,” said PRASA Executive President Luis R. González Delgado.

Governor González-Colón reiterated that this investment is part of a broader strategy to transform Puerto Rico’s critical infrastructure.

“For years, many communities have faced challenges with water service. Today we are advancing structural projects aimed at delivering permanent solutions. The days of temporary fixes for infrastructure problems are behind us. Our administration is focused on addressing these challenges through investment, technology, and long-term planning to guarantee a more reliable system for future generations,” Governor González-Colón concluded.
